My friend hailee is going through rough times and she always talks about how she should just die and how much it would be easier to die and how no one cares and that she should just attempt again. And I try my hardest to make her feel okay but nothing I do seems to work and then I just feel useless. I don’t know how to help people anymore…

First of all, what jester said is mean. Don’t listen to that.
Second, I believe in you. You have the ability to make anyone believe in themselves, it’s just hidden within you. Every minute you don’t hone that skill, it burrows a bit deeper to hide.
Just try your absolute hardest and let your friend know exactly why she’s your friend.
Tell her every good thing she’s done and every good quality she has. Tell her how much she brightens your day every time you see her, and make sure to use deep, emotional language whilst doing so. It’ll do the trick.
