Scientifically from my knowledge, water is two hydrogen atoms bonded with an oxygen atom together by electrons, forming a water molecule.
Frozen ice one could say is “dried” water as the atoms are frozen together with the temperature.
On the other hand, water in its liquid and even evaporated state will feel moist.
Put simply, the way how molecules react to each other makes water feel wet, and be absorbed in various materials. All just my brief thoughts.
